I've had this same issue on a laptop with webcam built in. It worked fine until a recent update to win10 and then poof! The camera shows in device manager and the drivers install no issues and recognize the webcam as being there. It's not a privacy setting issue either. It's Win10 refuses to see it in the settings panel for some odd reason.
To check for updates now, select the Start button, and then go to Settings > Update & security > Windows Update, and select Check for updates. Install updates from HP Support Assistant: Go to Download HP Support Assistant to install the tool. To open HP Support Assistant, double-click the HP Support Assistant icon . The next thing, I would suggest here is to check the settings - Open HP Cam, click on the picture quality button, then click Advanced, then at the top of that window click Camera Controls. Check the Auto box next to Exposure. If the issue persists, I would suggest here is to try these steps here: The webcam works, but the image is too dark or bMKbtnm.
